Seminar on Phased Environmental Management Systems

held at New Delhi between 27-28 November 2003

"How do you eat an elephant??. piece by piece," stated Mr. Matthias Gelber, International Network for Environmental Management (INEM), eminent speaker from European Union. Mr. Gelber was speaking at two days seminar on "Phased Environmental Management Systems: British Standard-8555" organized by confederation of Indian Industry -Environment Management Division (CII-EMD).

Implementing Environmental Management System (EMS) as per ISO-14001 most Small and Medium Enterprises find overwhelming and daunting task. The approach spelt out in BS-8555 comes as a big relief.

Globally, though the total number of enterprises certified to ISO-14001 are over 60000, in India only over 800 enterprises have been certified so far. SMEs, however have been facing considerable difficulty not only in seeking ISO-14001 certification but also in responding to environmental requirements of their buyers. Some of the significant barriers that SMEs generally confront in demonstrating environmentally responsible behaviour include:

Resource shortage
Excessive documentation and bureaucracy
Lack of focus on environmental performance as a tool to improve overall business performance
Lack of employee participation, etc.
 

Recognizing the constraints faced by SMEs new British Standard -8555 was rolled out in April-2003. It was an outcome of British Government project, which was launched in response environmental requirements companies were placing on SMEs in their supply chains. Clearly there was a need of staged implementation and recognition approach for the SME suppliers.
Successful implementation of BS-8555 in SME in various parts of UK and Spain through Fundacion Entorno did encourage the SMEs to derive the benefits that an EMS offers.

 

To promote wider use of BS-8555 amongst SMEs in Asia, this seminar in India was a part of the three planned in India, Thailand & Philippines and was jointly organized by German-Thai Chamber of Commerce, INEM, CII and Fundacion Entorno.

The objective was to create awareness on the concept and benefits of BS-8555 approach. The inaugural session was chaired by Mr. A K Ghose, Vice President (Env.) Jubilant Organosys Ltd. In his inaugural address he applauded the foundation on which BS -8555 was based and was optimistic about the systems ability to handle the problems faced in designing and implementing conventional management systems.

 

Mr. K P Nyati Head-EMD, Confederation of Indian Industry also emphasized the need of such a system, which is designed keeping in mind the requirements and the constraints faced by SMEs.

Other speakers for the seminar included Julia Vera Prieto from Fundacion Entorno, Spain and Etienne Butruille from White Young Green Environmental, UK. They shared their experiences relating to implementation of BS 8555 in Europe, and decipher them to suit the Indian context.

 
According to them, few benefits that could accrue to SMEs from this phased approach are:
 
It will enable organization to incrementally move towards EMS certification in stages and, thus have a better chance of success tin institutionalizing continual improvement
 
Focus on environmental performance and resource savings
Early rewards from accurate prioritization through eco-mapping
Graded & flexible recognition of effort through certificates of achievement at each level
Potential to develop and mentor partnerships
Can be integrated with quality and /or health and safety management systems
Maintain momentum by careful resource allocation
Progress mapped out with continual feedback
 
The seminar was followed by one-to-one meetings with donor agencies, Government officers, Industry personnel and other stakeholders, essentially to chart out the potential road map for the benefit of Indian SMEs. CII-EMD in the coming months will be offering training and advisory services on BS-8555, so that SMEs too can respond to the environmental pressures coming from the civil society and customers. And at the same time derive economic benefits through continual improvement processes which are so germane to the intent and purpose of an institutionalized EMS.
