Honda Siel Cars India Ltd. achieves the GOLD rating - the top most award, in the "Environmental Performance Rating & Public Disclosure" Project. Shriram Pistons & Rings Limited, International Tobacco Co. Ltd. rated GREEN , next only to the GOLD rating.

The Public Disclosure of the pilot program - "Environmental Performance Rating & Public Disclosure" has been a collective effort of the Confederation of Indian Industry (CII), the World Bank and Uttar Pradesh Pollution Control Board (UPPCB) to explore the potential of rating and public disclosure as a tool, complementary to the more traditional approaches used to reduce industrial pollution in Uttar Pradesh.


The Public Disclosure was held at India International Centre - Annexe, New Delhi on the 30th January 2004. The Principal Secretary Environment & Industrial Development Commissioner& Chairman of Uttar Pradesh Pollution Control Board Dr. Sujith Banerjee announced the ratings and delivered the Key Note address. Ms.Kseniya Lvovsky, Lead Environmental Economist, World Bank released the media report and briefly addressed the gathering. The event witnessed keen participation from the multi-stakeholder constituencies like industry, government, multilateral funding agencies, academia, NGOs etc.

The avid participation of multi-stakeholders in the Public Disclosure and due recognition of proactive companies who achieved good ratings in the project is an incentive for the companies to improve environmental performance further.

The focus of the project has been to increase industry compliance with environmental regulations and to create incentives to popularize voluntary initiatives for reducing pollution

The pilot project was conducted for the industries located in Ghaziabad & Greater Noida
Its methodology reflects the design principles that have proven successful in earlier World Bank supported disclosure programs in Indonesia, China, and the Philippines. Initiated in May 2001, it has rated 33 companies - of various sizes and industrial sectors - into five categories: Black, Red, Blue, Green and Gold . Black and Red denote poor pollution management, implying lack of compliance with existing regulations, while Blue, Green and Gold represent levels of performance that meet and then exceed existing statutes.

Final Rating

Based on analysis of data collected from industries, site analysis and effluent analysis results, the Technical Review Committee rated One company in Gold Category, Two in Green Category, Sixteen companies in Blue Category, Nine in Red Category and Two in Black Category.
 
The unique achievement of the pilot program is that it has been able to carry out the pollution performance ratings across a broad range of companies - i.e., big and small companies, and companies from a wide variety of industrial sub sectors. Most companies contacted under this program participated, which clearly indicates that they are interested in, and sensitive to, the public's perception of their environmental performance.
 

Overall, this pilot program has been able to demonstrate the effectiveness of the public disclosure rating mechanism in the Indian context - a step forward in improving the environmental compliance performance of companies and encouraging proactive companies. The project has ended with a promising note and if implemented on a larger scale, it will go a long way in improving the environment status of Indian companies.
