India Hosts Climate Technology Bazaar & Conferences

India hosted the Climate Technology Bazaar between November 10-13, 2003 at New Delhi. The exhibition was organized by the Ministry of Environment & Forests, Government of India in association with the Confederation of Indian Industry. The Exhibition witnessed enthusiastic participation from different international agencies apart form Indian companies showcasing their technologies and good practices.

This is one of the largest global events on climate-friendly technologies and reduction of greenhouse gases (GHGs), with about 100 exhibitors from about 12 countries.

There were concurrent and focussed Conferences by MoEF and CII, with the support of UNEP, UNFCCC, WBCSD, TERI, GTZ and some Embassies in India.

The Climate Technology Bazaar served as an ideal platform for:

Knowledge Updation on the types of climate-friendly technologies and GHG reduction via energy efficiency improvements, waste-to-energy schemes, use of renewable energy, etc.

Networking with opinion leaders, experts, researchers and business delegates from over 12 countries like Canada, Germany, UK, USA, Italy, France, Japan, etc.

Exploring business potential of the Clean Development Mechanism (CDM) and other bilateral arrangements to reduce GHG emissions.

The Bazaar facilitated networking and conferencing with representatives from all over the world, helped them learn about the latest climate-friendly technology and to discuss ways to address global climate change. Around 100 international and national exhibitors, more than 3000 visitors and a series of one-on-one meetings made the whole event a runaway success. The exhibitors included several concurrent conferences and workshops were held with discussions on pertinent topics like adaptation to CDM, energy efficiency, renewable energy, waste-to-energy technologies, climate-friendly technologies, carbon sequestration technologies, and greenhouse gas mitigation.

The United Nations Environment Programme (UNEP) and the United Nations Framework Convention on Climate Change (UNFCCC) held conferences on adaptation to link research and policy goals. Adaptation refers to any adjustment that can respond to anticipated or actual consequences associated with climate change.

A Clean Development Mechanism (CDM) Roundtable, organized by India's Ministry of Environment and Forests and other partners, gathered business representatives, NGOs, and government to talk with the CDM Executive Board. In addition, a meeting of the Expert Group on Technology Transfer had addressed technology transfer issues, including capacity building in vital sectors such as energy, transport, industry, health, agriculture, biodiversity, forestry, and waste management.

Several other international agencies like USAID and Canadian High Commission WBCSD, GTZ and UNEP have been instrumental in bringing out the hot topics of discussion into the fore through different conferences. Financing Opportunities & Joint Activities and International Assistance for Climate Change Activities and Synergised Cooperation were some of the roundtables organized during the event. Pollution Control and Climate Change by the CPCB promoted interaction between the policy making bodies at different levels.

Climate Technology Bazaar not only showcased the "state-of-the-art" climate-friendly technologies from developed and developing countries but also spread immense awareness among the stakeholders from all walks of life.

Some Concurrent Events organized by CII and other partners:
"Canadian Technology Showcasing: Climate Change and Clean Energy Technologies" jointly organized by CII and Canadian High Commission on 11th November, 2003.

Tremendous impetus had been built up in Indo-Canadian relations, which had been reflected in the number of high level visits between the two countries in the recent past. The Kyoto Protocol set out common, but differentiated responsibilities for both the countries. The Clean Development Mechanism (CDM) offers a scope for partnership and initiatives between Canada and India, and an opportunity to work together on an issue of global concern. Climate change is a complex and fairly new sector and uncertainties are large. Therefore, this workshop aimed to provide a platform for interaction, express doubts and concerns, share information, and create greater clarity. Canadian experts of international repute shared their experiences on clean technologies and energy that are useful to community, industry and government and eventually create success for the CDM.

"Indo German Partnership for Clean Development Mechanism" co-partnered by CII and German Technical Cooperation, held on 11th November 2003

GTZ (German Technical Cooperation) partners with over 120 countries across the world and is currently supporting 2,700 development projects and programmes. The GTZ Climate Protection Programme is working with several host countries to improve overall capacity for developing and approving Clean Development Mechanism (CDM) projects. The programme aimed to foster high-quality CDM projects that will successfully complete the project cycle and contribute to sustainable development of India. The technical session shared Indo- German experiences of companies and project developers on CDM.

"US- India Cooperation on Climate Technology" jointly organized by CII and USAID on the 11th November, 2003

United States has been a key partner of India in implementing programs on energy efficiencies and GHG reductions in industrial and municipal sectors. This event is a reflection of the commitment of both countries to make Indian industry energy-efficient and show case opportunities of GHG reductions in various sectors including transport, power and municipal. Among the major programs funded by US Agency for International Development (USAID) in India are Green House Gas Pollution Prevention Project and Energy Wise India. The event brought together eminent speakers from both India and United States to share their experiences.

Pollution Control and Climate Change was another conference co-partnered by CII and the CPCB on the 12th November 2003.

This half day workshop for officers of Central Pollution Control Board, State Pollution Control Boards/ Committees, State Department of Environment and the Ministry of Environment and Forest, provided a forum to create awareness and understanding on the role of enforcement agency on pollution control and climate change.

"Financing Opportunities & Joint Activities" held on November 12, 2003 co-organized by CII and the Canadian High Commission.

It is important to recognise that finance tends to flow to good investments. However access to finance is often a critical factor. A well designed Clean Development Mechanism (CDM) project could accomplish a greater investment base when it extends to institutional investors, international money markets and speculators. The closed-door workshop was held with the twin objectives:

Enable substantial flows of private and public investments in CDM projects
Improve the geographical distribution of investment through the reduction of CDM project risks

This Roundtable provided opportunities to financial institutes, industries, consultants and project developers to meet the Canadian experts and share concerns and experiences to enable financing opportunities for successful CDM projects in India

nternational Assistance for Climate Change Activities - Roundtable jointly conducted by CII and German Technical Co-operation on November 13, 2003

International assistance to India for environment from different donor agencies has grown consistently at around 7% annually between 1995 - 2000 and, totaled about $9.9 billion dollars. However, the assistance towards Climate Change issues is only 2% of the total. The Roundtable on International Assistance for Climate Change Activities would provide an excellent opportunity to the donor agencies to discuss, explore, and prioritize the need for international donor assistance in the areas of climate change activities. The participation of Dr.Prodipto Ghosh, Secretary Environment and Forests, Government of India, had made the deliberations all the more informative.
