Workshop on Management of Hazardous Chemicals and Risk Asssessment

While the chemical industry produces many useful products and has made progress in reducing its environmental footprint, chemicals if not managed properly may still have a negative impact on human health and the environment. The world witnessed the Bhopal Gas Tragedy-the worst ever-chemical disaster, which took place in our country more than a couple of decades ago.
 

Despite this disaster and scores of other accidents that happen in our industries every year, we are yet to wake up to the challenges posed by handling of hazardous chemicals. Accidents in the workplace due to spillages/ leakages, fire and physical injuries, unhealthy and hazardous work surroundings are the main reasons for lack of attendance, high employee turnover, and profit loss. Too frequently, management tends to focus only on the consequences but forgets the nature of failures and how the risk is created. Therefore, there is a move towards making operational safety a top priority in high-risk industries to ensure not only compliance with the law, but also to achieve greater levels of EHS performance. We need to ensure that significant hazards are identified and covered by adequate precautions so that the risk could be minimized.

 

Risk identification, Risk assessment and Risk management help us to take decisions for accidents prevention, preparedness and control for use of chemicals without compromising the health and safety of employees and public at large.

It is in this backdrop that Confederation of Indian Industry (CII) along with Ministry of Environment and Forests (MoEF) is organizing this workshop to generate awareness on the risk associated with Handling and Management of Hazardous Chemicals and measures for their effective mitigation and control and the legal framework on Hazardous Chemicals Management in India.

 

The objective of the programme is to build awareness on the legal framework in India on Chemical Risk Management, role of different stakeholders like industry, government & civil society, effective identification and assessment of risk ensuring the successful prevention, preparedness, mitigation and control. The workshop shall also cover an overview on different tools and techniques (HAZAN/HAZOP) used for this purpose. The workshop is expected to generate a few recommendations for making risk assessment and management effective in the Indian scenario.

Legal framework on Hazardous Chemicals Management in India.
Scenario of Risk Assessment and Risk Management in India.
Issues and approach to make Risk Assessment more pro-active and effective.
Management system approach (as per OHSAS 18001/ILO-OSH) for risk identification and management.
Tools and Techniques for Identifying, Assessing and Managing risk throughout the project lifecycle (HAZAN/HAZOP).
Harmonize risk management between different stakeholders.
Role and Responsibility of different stakeholders in managing risks.
Recommendations for making Risk Assessment and Risk Management effective.
